Corrosion allowance available in ASME B16.34 listed body thicknesses

Why does not the B16.34 thickness formula in the non mandatory Appendix B-1.3 account for the material strength differences in the body material?

The pressure used is the nominal figure 150 for class 150, 300 for class 300 etc.

The allowable stress is constant 7000 for any material group.

If one were to determine the available thickness allowance for a standard class vale body, will it be to find the thickness resulting from the Appendix B-1.3 formula and the deduct this from the listed thickness under Table 3-A. If the requisite allowance is available then it is not required to re-specify the CA required for the pressure containing parts?
