Layer setting and Layer Visible In View

I have come across several NX files where turning on and off layers does not change the visibility of objects on layers that are "OFF". Basically all layers remain visible just not selectable. I would like to control the visibility with the Layer Settings dialog. Is there something I can do to get this back to "normal"?

I figured it out - Layer Visible In View -> Reset to Global worked on this part.

I have seen that quite a bit within the last couple years, and it's hard to explain to the users why they shouldn't do that while working in the model.
I do not think Visible in View should be available when in the Model application.
I believe after you reset to global you need to save the view
 
I fully agree with jerry1423. If some accidentaly will play with "visible in view" in modeling, it will mess all your model. Thats why we still using "visible in view in modeling :).
Also I have some issues, then this option is usefull in modeling. Its working with 2D data, and using NON-master model concept.
 
ViV in modeling should be grayed out! Also note that a Reset to Global, unless changed in NX4+, does NOT return the ViV settings to the default behavior. It did have valuable use in pre-V10 when drafting and modeling where dome in one file and you were basically importing components into the file to build an assembly. In v10+, it was still useable for those that did not switch to Master Modeling.

The part file above happened to be in Drafting and not model or view dependent geometry (just dimensions, annotation and drawing format/border) so no need to go beyond the reset to global. Things worked as expected after I hit the reset button.

I agree that the view/layer/visibility configuration on the modeling side needs to be re-thought if possible. One of the several parts I ran into where the layer settings were jacked was on the modeling side. I messed with it for 10-15 minutes and figured it wasn't worth it to spend more time trying to figure out what was going on. I wish I had a dime every time I ran into a part file where someone had messed with those settings - I'd be retired by now.
