DVWE, thanks for that It appears to me that only 2418 applies to Sec VIII, Div 1 while 2603 & 2620 apply to Sec IV. If I am reading correctly in 2015 Sup 2.

Still, my original question remains: What's up with the Code books?

Material that is produced to several specific product specifications can have different allowable stress values and service limits. Since you have several code cases that are active and have not been incorporated, you will have missing data in Part D until such time of incorporation or annulment of the code cases.

Just seems odd to me that SA-789 S32101 appears in Table UHA-23, but not Sec II-D. I'm not too familiar with the practices when Code Cases are involved, maybe this is not unusual.
