How does a shoring contractor determine if soil nailing is appropriate on vertical walls which include wet, heavy soils which will not dewater?

A Shoring Contractor should always dig a test pit and determine that the soils will stand up long enough for his soil nailing process to be perfomed AND act as required when and where perched water is encountered. This should be done after the dewatering has operated for an adequate time period.
