Liquid testing for Vessel catagory A through D jount?

Hi i just want to clear out whether liquid penetration testing is mandatory requirement for vessel of ASME U STAMP.

I read on the Asme section Viii Para UHA 34
, PT is required on All Welds for the Austeint and Martensite Chor. However i also realized all welds exceed 19mm described in UW 40(f) for Austeint wled.

What i read on the UHA-34 and ask above make me confushed.

So, please let me know clearly PT testing is required for all weld jont for above material or only for one exceed 19mm?
