As the title mentions, the NDS equation for column capacity changed between 1986 and 1991. This article contains a discussion of that change. Short version is "intermediate" columns tended to allow more load in the prior equation than was consistent with the short and slender column parts of that curve, so it was revised to provide more consistency. (So 1986 and prior designed buildings "intermediate columns" may be overstressed using the current equations).
