    Fatigue class of hole in plate compared to stress concentration factor (EN 1993-1-9)

    Hi, I can't figure out myself what is the reason in steel Eurocode that plain material FAT 160 reduces to FAT 90 when a hole is drilled. Stress concentration factor for small hole in large plate is 3. Why the FAT class is not 160/3 = 53?
