    the question I was asked from the construction crew was - "CAP bank neutral PT (VT-C11). Does there need to be a resistor connected across its neutral?" - I’ve not seen a resistor used at a cap bank neutral VT before, nor have I seen an arrester on the secondary of the VT circuit, I think...
