I am looking for information on pipeline construction and operations life cycle costs. I have heard about a ratio of around 15% for construction and 85% for operations over a 30 year span. I understand that this ratio could vary depending on pipes, product, etc.

I am not really aware of any detailed code or procedure (that would be public) that deal with this kind of operation (cut-out and tie-in).
Regardless to the length of your spool, and I am sure that you are aware of that, one has to be aware that any hot work, performed on a hotline...

It's a fairly long pipeline & big inch, but the pressure and drying are done on sections of pipe anyway.
I'll reformulate my question: Because of the use of a water/methanol mixture during the pressure test, and as the drying may not allow us to get rid of all water/methanol...

Is it recommended to run a batch of corrosion inhibitor (oil-based for instance) after hydrostatically testing a pipeline with a water/methanol mixture in case the pipeline commissioning is delayed or a pipeline drying may be sufficient to get rid of the water/methanol mixture?
