Welding attachments after hydrotest

Hi we are constructing storage tanks acc to api 650
We have an issue that there are pending engineering related to platform of tanks and others which requires attachments on tank shell and maybe on bottom like pads
My question is there is any possibility to perform hydrotest and then welding these pads later without re hydrotest of the tank i have searched in api 650 only refers to small attachments
My question also includes pressure vessels acc to asme8 if any one has an answer

I can't speak for api 650 but Sec. VIII Div. 1 - Hydro after all fabrication completed except for weld end preparation and "cosmetic" grinding.
 
Only have the 2007 edition of API 650 but this is pretty clear.
" After completion of the hydro-test, only non-structural small attachments may be welded to the tank in
accordance with 7.2.1.11."
 
See 7.3.7.1 as well as 7.2.1.11.
One possibility might be to weld on clips/brackets now for bolted connections to platforms, etc., later. But that would require the design and layout to already be finalized.
If the tank was actually put into service, then any welding done afterwards would be subject to API-653 rather than API-650, which would introduce different rules for when a hydrotest is required.
API-650 is primarily a standard, not a code, so it may be possible or necessary to negotiate exceptions to the standard with the owner. One issue is then how do you handle certifications or nameplates saying it was built to the standard if it was not.

I screened the previous posts and my opinion is , this is violation of API 650 . My suggestion would be ,welding of studs and making the future connection bolted conn. similar to the steel base plate conn.

Thanks but if it was put acc to api 653 is there is paragraph allowing these types of pads without hydrotest
