S stamp holder can do S or PP fabrication (must check scope of their ASME certificate of authorization and quality manual), but a PP stamp holder cannot do everything an S stamp holder can. PP can only do boiler external piping / S stamp holder can do boilers, parts, boiler external piping.
Numberfive covered it very well!!! Most jurisdicitons adopt the NBIC rules for such repairs, and the problem has been there has previously been no requirements in the NBIC for plugging of tubes....so I am anxious to see what bpv66 has mentioned about the 2015 NBIC having some information on...
Here's a good source to begin to find out what the jurisdictional requirements are in the state where the boiler or pressure vessel is located:

Looks to me like the stress value for that material is the same at 750 deg. as it is at 650 deg. (actually doesn't change till you get over 850 deg.), so I don't think it damaged the material. SA-213 T-22 is typcially used in hottest areas of the boiler for this purpose.
That was exactly as I was thinking. I considered repair of these "surface indications" really no different than those allowed by PW-40.2/40.3 and PW-54.3 (even though they are not exactly as described by those paragraphs, the logic for allowance would be the same). These surface indications...
Large (5" thk) ASME Sect. I Header section (PART). One end of header has TEE on the end, so temporary flat heads were welded-in for hydro testing in shop. After successful hydro test, the temporary flat heads were removed and ID surfaces where temporary weld was removed were examined by MT. A...
Like Bocephus was asking, if a vessel is rated for -20 deg. F, how can it loose that rating (without being re-rated)? The owner had one vessel that was stamped MDMT -20 deg. F, but their Report / Plan said the ASME FFS-1 analysis had reduced it "MAT" to -3 deg.F and now they were wanting to...
"The FFS standard allows for a reduction of MAT under some cases if the component was subjected to post weld heat treatment(PWHT)."
Yes, if the PWHT was done at the time of construction, you could possibly take credit for that later (if needed). But you cannot PWHT 40+ yrs later to take the...
Below is from the owner's plan. As I understand it, they are wanting to PWHT vessels (40+ yrs old) to try to lower the MDMT (additional 30 deg.F). I am not familiar with this FFS-1 standard
Several vessels have been evaluated for risk of brittle fracture using API 579-1/ASME FFS-1...
Thank you for responding, that was my answer as well! I did not see how this could be done, but owner (large oil company) sure had described this as their Alteration Plan and was looking for R stamp holder to re-rate vessels for them.
Just wondered if this was acceptable: Can you re-rate a vessel MDMT by performance of PWHT of the vessel in order to get temperature reduction allowed by UCS-66.2? If a vessel was not built with PWHT and therefore welding procedures used to fabricate the vessel did not include PWHT, can you...
The QOC can be U stamped as a PART, not a complete vessel. When only a PART of a vessel is fabricated, the U-2 or U-2A Mfr's Partial Data Report is completed instead of U-1 or U-1A. Hydrostatic testing would occur when the vessel the QOC PART is welded into is completed. The U-1 or U-1A mfrs...
Code used to become mandatory 6 months after issue date....has that changed recently (with elimination of Addenda)? Example, date issued is July 1, 2012 then becomes mandatory Jan. 1, 2013.
What would be the Year Built for a large Economizer Module if the fabrication was completed in December 2012, but the final hydrostatic test did not occur till January 2013? All the fabrication (4 to 6 months of work) was completed in 2012, but final inspection (hydrostatic test & stamping)...
There must be some design work that must be done....how do you know how thick encapsulation material has to be? Would you use same thickness as original shell material? What about corner welds...do you have to create some sort of ogee type seam?
I have seen butt-weld caps used to cover...
I am not familiar with ASME PCC-2. The Jurisdiction requires the use of NBIC for repairs and alterations, how do I get to ASME PCC-2 for repairs and alterations? ASME VIII-1 was original code of construction, not sure where ASME PCC-2 comes in?
That is good to know, it does need to be addressed.
I wonder if ASME Sect. I might ever look at an appendix or Code Case for "Multiple Duplicates" as Sect. VIII-1 has (App. 35?). If a shop is producing 100 superheater elements and wants to continue to perform hydrostatic testing on 2nd or...
Yes, I can see that, because then the completed boiler/PV must be fully hydrostatically tested in the field and many of the pressure retaining welds may or may not even be accessible after installation.
However, I believe the Code must allow for this option, as many PARTs (with pressure...
