From the beginning of installation if you don't have this problem, may be the flowmeter electronics would have got problem, better to replace it, otherwise if you have this problem from installation then better you contact the OEM person of that flowmeter and let him install it.

I think digging for 2 metre and running the machine along the trench will solve my problem.
The pipes may as old as 30 years (Concrete pipes), in case of metal pipe it may be 20 years old.
