i think you can control it manually from changing the dosing pump flow rate and and monitor it for awhile then you can fine the optimum flow rat to get your required PH.
Carbon steel is ok here no problems with corrosion and for cost also is lower than SS , we just fabricated one for 98% but in diluted state SS is to be used.
you have to fix a pressure/vacuum relief valve on the outlet and calibrated it at which pressure you need ,fir example we use it at a minimum pressure 0.2 bar

i saw a formula before for H2So4 Tank said that :
vent DN = suction line DN + drain line DN
For example :
The outlet DN from the tank is 2" and the drain line 1" so vent line at least 3"
but i'am not sure 100% if it is work for all fluids
As you said it is the 1st time so i think you may need to practice a pneumatic test and / hydro test and here are the information may help you :
After a pipe system is installed in the field, it is usually pressure tested to ensure that there are no leaks. Once a system is in operation, it is...
pleas attach the whole P&ID for more clarity. it may be drain valve
but (( i know this is strange )in the LEGENDS this symbol refer to safety valve :/ :)
