Malek, I am no expert on either laser machining or CNC punch machining. My experience is in metal cutting (manual and CNC lathes, milling machines, screw machines).
That being said, I'm not sure which of the different processes would work out for you economically.... But I think you should give...
Perhaps if you started with a greatly oversized piece of extruded stock, so that you would have the allowance of a lot of material to remove when the internal stress has started relieving themselves.
Possibly another alternative would be if you could obtain PVC that was cast (not extruded) it...

I think the use of loctite or any other adhesion substance in securing a steel dowel pin in aluminum is totally conditional upon the environment under which this joinery will be exposed. Personally, I think an interference press fit is always better than adhesion with glue in a slip fit...
