You could also use QUE$TOR, however that would give you a very rough estimation.
Cost estimation requires experience and a very good understanding of what you base the estimation on.

I guess it is a cost/time vs. importance/urgency issue. Whenever faced with something similar, I tried to educate myself either by talking with my mentor, or other experienced engineers. This forum is also a source of high quality information coming from experienced engineers.
The explosion proof you ask about refers to the equipment classification. There are many ways to reach the safety level you need. The equipment could be: intrinsic safe, encapsulated, oil immersed, etc.

In the PIDs i have seen/reviewed the spectacle blind is placed on the nozzle of the vessel. if there is a spectacle blind for positive isolation somewhere in the PIDs, then depends on the equipment/section/process that you intend to isolate.
