I have a distance (A)125mm between periphery of reinforcing plate and vertical weld joint of tank.
In API 650 it shown as A=150mm (Fig. 5.6).
Can we reduce distance "A" to 125mm (with RT or PWHT)?

1. Stub on has Full penetration fillet weld (not butt)
2. I Recommend Fig B. Min 2pass for each weld joint. It's like a Slip-On welding.
3. Finally, you need to consider flexibility/rigidly of this line, if required additional support (angle 40x6 or plate)

1. you need to find the weakest part of PS.
2. determine the operating conditions of the pipeline.
3. As per application of pipeline and PS, you need to calculate/check the weakest part for the required load.
Be informed that the design of PS should not be universal for all the loads...
Try to check with FEA in horizonatl position. Select only gravity, material (without Force), don't forget to fix both end pipe. And you can see actual bend radius of long pipe. You can add approx. force for extremally case (dynamic lifting)
