I would say say that the axis or center plane goes on forever, because it is theoretical, but only needs to be controlled within the maximum area of the feature specified.

I think abbreviations should be a thing of the past, especially on the face of a drawing.
For the ASME standards, I don't think spelling out all or most of the abbreviations and acronyms would add that much to the page length and it would reduce some of the issues you have mentioned.

I recommend onsite or virtual training if possible. Lots of companies like GD&T Basics and Axymetrix will provide training that can get a whole design/drafting department on the same page.
