    Personally I would say replace the existing piping. Being that it is buried and going from a system with one type of oil to a system with a much different type of oil could cause problems in the future.     I cannot clarify for you, but in my situation the building is only about 20' tall and I believe the expansion tank DOES have a bladder. The expansion tank is situated at ground level.
