    Painting of cold pipe

    It is very hard to solve such a case. If primer was painted,I would like to recommend you applying insulation for protecting pipe from rust. You can try also to use water soluble paint on the surface temporaty if possible. Anyhow line should be dried to apply normal paint. Good luck...
