It is not plagiarism since it is done for you and you are not copying some one else but since you did not do it yourself it's very unethical and called cheating.
At the end of the day it is their job, yes they can be annoying but then maybe some really need their help.
Annoying, yes, unethical I dont think. Just decline nicely, maybe one day you'll need them.
