I don't know where you are presently at with this project, but have you thought of a helical ( circular polarized ) antenna since you have 2' of space under the flooring??

If you are still active with this project, have you investigated the idea of using a UHF FET front end and building an E-probe in that small area?
Always a good way to get a smaller but efficient antenna.

I think you can accomplish your goal by keeping the loading inductor at a small diameter and squeeze/lengthen it ( coil ), if not adding or subtracting turns...
The effective height 'G' will remain about the same...
Also think about top loading @ 6ghz., no problem...
