Nice topic to read this one. I was reading the API650 and I would say that all the annex S tanks would be annex M tanks also.
Can you please give me an example of an annex S tank which wouldn´t be a annex M??

Thanks for the answers. By the design of the tank it isn´t possible to have frangible joint, either cann´t use free vent. Yes it is a 1/4" thick roof plate. I have just check and the lowest roof vent activation is 1.73 inWC.
