Should sectorizacion valves (normally open) be listed?

Dear Stookeyfpe NFPA 14; 4.1.3 says "Components that do not affect system performance, such as drain piping, drain valves, and signs, shall not be required to be listed". The shutoff valve I ask is normally open and does´t affect system performance, so it should be un-listed?
