You can create a sketch in the drawing environment, draw & dimension the circle, constrain it to projected geometry from the drawing & format the circle to any linetype & weight available. The dimensions and projected geometry will not show up after you exit the sketch.
Try this, I do it all the time for complex parts that have to fit into other complex parts.
