    I have a situation where rebar (ASTM 706) was welded to ASTM 572 gr.50 steel plate, with E80 electrode. Now I want to join another 572 plate to this one and a small portion of the E80 weld is into my joint. Is is okay to weld the two plates together with E70 electrodes and pass the E70 weld...
