As the tensile strength of concrete is estimated by 0.7 √fcu ，why many local design guidelines are to limit shear strength of concrete less than 0.8 √fcu rather than 0.7 √fcu or lesser?

As far as i know, in single pile-single pile cap-single column, we generally use Pinned head pile connection, while in pile groups on combined cap supporting core walls or some columns, we generally use fixed head pile connection.
May I know the reason about that? thanks a million

May i know does it have any requirements for maximum width of support for continuous beam/slab? It doesn't make sense if the width of support for continuous beam/slab can be infinite long.
