I suggest you to get ASCE Report "Design of Anchor Bolts for Petrochemical Facilities". It suggests the way dowel bars are considered in design. Because Dowel bars are in the failure plane of concrete. ACI 318-02 does not address this issue.

I have a very important rule of thumb to design a foundation for vibrating machines. i.e.
Weight of footing = 3 to 5 times weight of the machine.
Only min. reinforcement will not be sufficient. Pay attention to amount of heat of hydration, generated in the early age of concrete. This phenomenon is very important. As the heat generated is max. when the strength of concrete is min. Follow ACI 207 guide lines.
