Some older literature on HDPE used t say that the bead causes the pipe C value to drop to 140 from 150 but it is common tday to have the bead removed after installation to keep the flow at 150. Plasguy

The negtive pressure of 16 ft will be absolutely no problem wit 8" C900 PVC. Both structurally due to high collapse strength and for the gasketed joints which are tested to 25 ft negative pressure as part of ASTM and CSA standards.

I think you will be much further ahead with PVC due to longevityhere are a variety of pressure ratings available as per AWWA C905 going from 80 psi to 165 psi for those sizes. All design information canbe found in AWWA design Manual M23 for PVC pipe. PVC fabricated fittings (similar to steel)...
