The capacitor approach may or may not work. Most fuel senders actually sink a reasonable amount of current out of the fuel gauge (can't remember now, but it's somewhere between 20 and 100mA). Most gauges are current-driven, not voltage driven, so you may need to reconsider your other circuit...
When using BLDC motors in position control applications, adding a dedicated encoder or resolver to the motor output shaft allows you to close the loop around position at whatever resolution you require.

Given your mention of 'short range', I am assuming that efficiency is not a primary design driver, and thus a brush DC motor will suffice for your application.
