Are these pieces of equipment installed in cabinents? They could use vortex tubes, which run off compressed air.Then you would only be cooling the cabinents themselves.
Depending on the duct size, you could measure at the outlet of duct with an air flow hood (balometer?)
Or use an anenometer at the outlet
If this is the only duct off a heater, use temp rise calculation to get airflow.

I found "Builder's Guide to Mixed Climates" to be very informative. The deep South is called a hot,humid climate, as opposed to the cold climate of Wisconsin. Down there,the vapor barrier is installed on the OUTSIDE of insulation envelope, as opposed to the interior.
