(1000 ppm Return + 400 ppm ambient, will not be 1400 ppm supply).
It can be calculated as follows:
(CFM return/ppm return)+(CFM OA/ppm ambient)=(CFM supply/ppm supply)
So,
ppm supply=CFM supply/[(CFM return/ppm return)+(CFM OA/ppm ambient)]
Sure it will be less than 1000ppm.
Is your system was working properly before?
Is there any new equipment installed recently?
Are the inlet filters cleaned regularly?
Is the humidistat in a clean zone?

Increasing the zone set-points is part of the solution plus reducing the fresh air quantity a little bit will also do.
I would like to draw your attention that you can get more of your AC system by using the recovery technique(please,see the attachment).

I agree with Mr. RH27.You have to collect the required data and accordingly you can decide the complexity of your project and the estimated required budget.
In case of HDPE pipe line to be connected to a valve chamber (DI connection in and out of it),is it advisable to use rocker pieces upstream & downstream the valve chamber.
Is there a standard supporting this issue?
