That photo is really hard to see what you are describing. Could it be freeze and thaw of moisture in the blocks? Have the blocks been saturated for long periods of time? In my area I have seen shells of block erode from both things above. I would think if the loading was so severe the shell...
I am working on a retrofit/ remodel of an existing structure. I have the original shop drawings for the steel framing. I need the properties for a 10H3 and a 12H3. The load tables will work as well. The 10H3 has a span of 15' and the 12H3 has a span of 19'.
