#2 is really about using the SRM repair as a method of determining the loads required for a modifed repair i.e. a repair in a location or configuration where a standard SRM repair cannot be accomplished.
In their Part III Structures course Boeing recommend sizing a skin repair to the lowest of:
1. Ftu
2. The load capability of the applicable SRM repair, or
3. the load capability of adjacent skin production joints.

The only cross ref I've found for Jo-bolt is the NAS167* etc series fasteners. NAS1675-4 is the procurement spec for these and it details the strength requirements.
eg. A NAS1672-6 (0.375 CSK A-286) Class II fastener has a double shear strength of 15750 lbs min. per Table 1 of NAS1675.

3M manufacture a range of polyurethane protective tapes, however these are mainly intended for wing leading edges and radomes so may not last on rotor blades. Could be a budget option though?
