    Wouldn’t the spalled concrete be protective in nature, rather than contributing to capacity? The only real reason to be concerned is live load vibration. I don’t think shoring would do much regardless. I think a removing loose concrete, squaring up area, rapid setting repair mortar would be best.

    Would deflection criteria apply to a screened wall? Typically isn’t deflection more finished based? Could you use a steel t section?

    Singing off knowing of the defects would be unethical unless the sign off specifically outlining what changes were made without your approval. Even if the drawings were not submitted to the building department they were provided to the client for use with no changes.
