It could happen for a number of reasons. Is the material cold worked or annealed? What load did you use for the hardness test? Half a millimeter is pretty thin for a hardness test unless you are using surface hardness or microhardness.

I think Phoenix / Plint Tribology does contract testing. If not, they definitely know some folks who do.
