I also have had trouble importing DXF into SW2003. I found that importing into 2001+ is more reliable. Fortunately I still have 2001+ loaded. Maybe give that a try if you can.

I have seen this happen before. Make sure that in the "open", dialog box that the setting "latest versions" is checked and not "as built". PDMWorks defaults to "as built" for some reason. You only use that setting if you are bringing up an older version...
