Have you considered using an evaportative closed circuit cooler? Depending what the weather is in your area, you might be able to get 75F supply water to the degreaser.
you have received some good rule of thumbs. however, to get a feel for how good they are, you should look at transformer's literature and get actual heat rejected to space. most mfr provide this info in their catalogue.

Hello, at my previous job, 3-way valves were replaced with DeltaP valves on a central plant retrofit and they worked great to provide chilled water diversity since flow is not dependent on piping pressure differential.
