    Exceeding allowable stresses

Can someone offer a logical explanation for the common practice of slightly exceeding allowable stresses. I am having to work against the argument, "The code allows 100% of allowable stress, not 100+%". Forces are generated by wind and gravity in steel (TIA-222, AISC ASD). Many Thanks.
