Can there be a very small completed electric boiler stamped only with U-stamp and the letters UB (special service), that is, without the E-stamp (ASME I)?

I have designed a forged flat head according to fig. UG-34 sketch (b-2) / UG-34(d)(3). The length of flange is quite large, so that the flange-shell weld is away from the corner (radius r) and from the hub (tapered zone).

Flat heads according to UG-34 (d) (1), (2) and (3) shall be “forged”. Here “forged” means a forming process that implies heating, or else, the flat head may be produced by cold forming according to UG-79?
