We have had an issue where a pipe is running through a 150mmx150mm W shaped beam. Is it safe to cut a section (8") of pipe and attach a 100mmx100m W shaped beam below the cut with some overlap? Beam to be attached below cannot be more than 100mm as there is not enough room available...

I am working on seismic analysis of steel frames having height of 12' and it is erected at 4th floor of the building. Basically the steel frame is used to support multi level parking machines.
My question is, how shall I calculate the lateral forces acting on the steel frame...
