I would like to know your thoughts about a bottom wood plate of a shearwall at a house being built. It looks like it has a significant amount of its side notched (maybe naturally?).

It seems the RCSC part 7 asks for the pre tensioned bolts such as Turn of The Nut method to have a sample bolts pre-tested prior installation of the rest of the bolts. Is there anyone familiar with this requirement? Not sure if I am reading this part correctly.
