Yes the flange is thicker (1/2"). If the shell was thicker than the flange is that when i would refer to the table 5-4b?

IFRs, If I have a shell that is 5/16" thk. and the repad is 5/16" thick will the neck of the manway be 1/4" thk according to the table or is it supposed to be 5/16"thk according to footnote b?

I'm having difficulty trying to figure out the thickness of a shell manway. Should I use table 5-4b or always refer to footnote b? Any help would be appreciated.
