    Going off some pictures sent to me ,,, The tire looks to have worked hardend in 3 places and has began to crack away ,,these compromised area's will be removed down to an estamated depth and replaced with new weld metal ,, pre heating will be to remove hydrogen to prevent cracking as you say...
