There is a guidance note in section 5. If no de-rating exists for ultimate strength, then the drop for the yield can be used conservatively.
Failing that there are papers out there documenting for specific applications, but you will have to search for these.

I would TQ it.
310HV10 is ok for 22Cr but difficult for 25Cr.
Not sure what your application is but certainly in my field DNV-OS-F101 allows up to 350HV10; you could use this as the basis of your TQ.
