Is there a general rule of thumb for the length of the anchor that must be in the concrete for pipe supports?
Is it common practice to grout a piping support?

Yes it is a prefabricate tank. ULC in Canada is the equivalence of UL in the United State. And I think that is the problem as FM 7-88 uses UL reference.
I will check the library to see if they have the National Code for Fire prevention.
