If the view is made after a 3D model then that option is always deactivated because the dimension is linked to 3d model and you can't changed.

When you have a plane and a direction defined (in your case H_line) you can't define V direction any more because is a normal line to H_line in your selected plane.
All that can you do is only inverse direction for V_line.

So Nobody know the command to activate the Thread Option in View Properties (like in attachment). Then maybe somebody can tell me how I can draw the thread after the view it is created , because I tried what I have found but it doesn't do anything.

In Drawing workbench you have a Toolbar named Tools and here you have the Command named Dimension system selection mode
When this option it is active then every thing that you want to modify will be made for all dimensions.
