80% rating only applies to continuous loads. Not non continuous loads.
you can load a standard breaker (80% rated) up to 100% of its rating.
You multiply the continuous load x 1.25%
You then add the noncontinuous load at 100%.
The rating of the breaker has to be more than the sum of those two...
