What CAD platform are you using? Most of todays cad software does simulations in 3-D. You might get by with a third party ad-on, but check to be sure you do not have the ability already. Yet, are not aware of it's existance within the program structure.

I agree with all but, one question looms over my head why would the utilities be in any danger of being disturbed. Where I live utilities are at a minimum of 36" below the surface. If they are not then I feel that the compaction requirements are secondary to your problem.

First, create a new dgn with a 3d seed file.
Next, reference the 2d file to the 3d file.
Copy the contours into the 3d file.
Change the elements to thier corresponding elevation.
Make sure that your elements are polylines.

If you are using Geopak, then you can use cogo to do a best fit under the tools menu.
See what that does. Our department does not use spirals anymore. We use normal curves and a program called GPK Tangent.
