Agree with keyardee. Titanium is the best option for seawater piping from the point of corrosion and avoiding Copper carryover and excellent strength to weight ratio. However Titanium welding would be a factor to consider as it requires special cleaning and atmospheric conditions.
One suggested way :
A. Fix the ranges of pipe diameters say 10 to 50, 50 to 75 etc
B. Cost as per number of bends - you may further estmate for the complexity of bend viz the Bend Radus, Multiplane or single plane bends etc. The angle of Bend can also form a criterion.

There is a need to bend and weld PVC piping for cooling and agitation systems. Can someone please guide me by indicating some good reference material and/or equipment for undertaking same? What are the quality criteria for fabrication/welding of plastic pipes?
