Strong column-weak beam need to be checked in case of seismic design, the purpose is expected plastic hing occur on beam not on column. Sap 2000 have checked it if you assign the framing type to DCH,DCM (EURO CODE), SMF,IMF(AISC).

Sometime if the web of column is thin, it could be fail by buckling regarding the additional eccentricity moment. Therefore, a stiffener is needed without check.
In case of non_seismic, shell or frame is similar, provide the same EJ.
I remember when b>4h -> consider is wall, otherwise is column.
In case of seismic -> column is better, some softwares like Sap2000 automatically reduce EJ in seismic analysis for frame.

You can buid a fiction element (like a frame but EJ very high) from supporting points to grativity of quipment, then put load at top of fiction element. I offten do this way.

The second way is choose control M11, M22 and shear V13 and use your related code to design for bending...
